火・水・風・光の四大精霊が実体として存在し、人間のパートナーとして共に生きる世界……。 国力は衰え、政治は腐敗して皇帝は傀儡と化しているカトヴァーナ帝国は、貴族・軍人・役人たちの汚職と怠慢により、国としての寿命が尽きかけようとしており、内政の失敗を戦争で購おうとしていた。そして、カトヴァーナ帝国の政治的失敗を利用して、弱小国に過ぎなかった隣国のキオカ共和国は急速に勢力を拡大し、またたく間に発展・繁栄を遂げていた。
